Governing Documents and Planning

Title 32 of the Colorado Statutes provide for organization and operation of Special Districts. Districts are created to fulfill a purpose that city, county or state governmental powers could not provide economically. The Colorado general assembly provided for the organization of Special Districts providing select services and having the purposes, powers, and authority provided in the statutes to serve a public use and to promote the health, safety, prosperity, security, and general welfare of the inhabitants of such districts and of the people of the State of Colorado.

The Service Plan for the District provides the description of and authorization for providing services to the District as authorized by the City and County of Denver.

The GVR Metropolitan District is guided, in part, through its Strategic Plan developed by the Board of Directors. The plan includes short-term (1-2 years), mid-term (3-5 years) and long-term (6-10) planning.

2009 Strategic Plan

The GVR Metropolitan District received authorization from the community in a Special Election in November, 2007 to authorize an additional operating tax to provide for revenues to take over operations and care of all common areas throughout the District, as well as to provide additional services, including covenant enforcement and design review services on behalf of the Master Homeowners Association for Green Valley Ranch.  See the document below for the ballot measure and election results.
